1. General Information

Dear Ski O-friends,
We got a message from different sides that our bulletin doesn’t follow the latest IOF guidelines. We are sorry for that. So we adjusted it and re-calculated everything and now this bulletin 3a follows the newest IOF-rules and splits up the costs of accommodation with food, transport and fees.

Our calculated split-up prices include accommodation and food for Monday, Tuesday, Thursday and Friday.

We are planning to give out warm lunch of high quality, as well as one dinner at the opening and a banquet at the closing ceremony. We could not separate food given out at individual accommodation from the accommodation itself. We would lose the really big price reduction of the hotels. But if you wish to organize your own accommodation and food in the near of Eugendorf or Salzburg according to IOF rules feel free to do so. Please consider that, if you use Organizer’s transport, this may have effects on traveling costs if the distance between CC and your individual accommodation is too big.

1.3 Location    
The SKI JWOC – EYOC 2007 will take place in the heart of Austria near the city of Salzburg.

1.4 How to get to Salzburg and the Competition Centre?

By car: Highway A1 exit Wallersee, then direction to Henndorf or follow the signs.
Please note that for Austrian highways a vignette is obligatory! We recommend a 10 day ticket for cars < 3,5 t (€ 7,60.-) – it can be purchased when crossing the border (see the signs).

     
1.5 Competition Centre

The Competition Centre is located east of the city of Salzburg in the village of Eugendorf and will be officially open from Sunday 11th February 12:00 until Saturday 17th February at 11:00.

At the info desk you can collect the following materials:
- General Programme
- Places of individual Accommodation
- Identity Cards
- SI-Card if needed
- Further touristic information

Each team leader collecting the material, has to sign a form, and to hand in the passport as caution for possible damages, keys and SI-Card rent (you will get a copy of it, and a letter confirming that it is in our possession).
For opening hours of the main Competition Centre as well as the opening hours of the local Competition Office in the finish area of the events please see following programme.

1.7 Costs - Packages    

Still we provide competitors and team officials with six different packages due to JWOC or EYOC (2 and 3 days) and own or organized transport. Of course it is also possible for JWOC teams too book an EYOC-related package.

There will be 4 types of accommodation available: A, B, C and D category. All hotels are not further than 10 kms from Competition Centre in Eugendorf. Accommodation D is in the city of Salzburg.
In all hotels we got special rates due to booking of 6 nights. If you plan to stay less than 6 nights in your individually chosen category, prices will be a little bit higher. It is only possible to book 3 or 6 days in a row. For further information please see additional tables below.

Accommodation Category A:
The following 2 hotels are in the village of Eugendorf: We plan to have tracks for ski testing right next to these hotels. All hotels are equipped with facilities for ski preparation and safe storage of racing materials.

Accommodation Category D:
Category D is the Youth Hostel in the city of Salzburg. Due to the location of the hostel the traveling time to the CC is long and traffic jams during working hours can occur daily. Compared to the other categories the Youth Hostel offers no specific infrastructure for preparation and storage of skis.

The 4 stars hotel guest rooms are modern comfort rooms equipped with a shower/ bath, WC, cable- TV, telephone, mini- bar and partially with a safe and internet access.
In the 3 stars hotels rooms have en suite bathroom / toilet / SAT-TV / telephone and balcony.
At the reservation for the accommodation we follow the system: “First come, first serve.”

Depending on the package these prices include:

- 2, 3 or 6 nights full board (breakfast, warm lunch and dinner) according to category and all its facilities (see 1.8.1)
- Starting fee for 2 (EYOC: Middle and Long Distance) or all competitions
- Requested transport (own or organized) to competitions and training
- Training and full meals on Wednesday (Rest Day)
- warm lunches at competition sites incl. non-alcoholic drinks
- food at opening (EYOC and JWOC) and closing ceremony (= banquet, only JWOC)
- Tracks for training close to the hotels are planned (depends on hotel and the weather situation

If EYOC competitors need further services (e.g. model on Monday, start at Relay) it is possible to have an individual calculation in addition to above mentioned packages or JWOC package is chosen.

     
1.8 Costs - Split up    

According to IOF rules costs for the different segments have to be split up. We tried to make it as transparent as possible also regarding the different needs of JWOC and EYOC as well as competitors and team officials. In sum, the split-up costs contains the same services as the packages above.

To follow the over-all service coverage of the different segments reference numbers (marked in blue within the different tables) and a matrix where all referenced numbers come together in combination with days and segments (see 1.8.5) are used. This makes it possible for you to find out which segment covers which services.

If we did not combine accommodation with food, unfortunately prices of the hotels would rise because we have negotiated very special rates with the hoteliers, except Category D – they can be asked for a non-food calculation.

1.8.2 Entry Fee

Entry fee for JWOC as well as EYOC competitors and team officials for the different events will be as following. For using all infrastructures at the venues as well as maps, possible participation (e.g. VIP- and Public-Race on Friday after Relay event) at the competitions, access to VIP-areas with all its amenities, team officials and support staff are charged with an administration fee.

Team officials, IOF officials and media representatives are offered to start at the Model Event.

1.8.3 Transportation

In general, individual transportation to reach the different competition and ceremony sites is allowed. Due to the special traffic situation to reach the competition area of Long Distance and Relay (Postalm), transport provided by the organizers is compulsory. These costs are already included in the Entry Fee.

For those national teams which arrive in Salzburg by train (station) or airplane (Salzburg International Airport), transportation to and from individual accommodation will be provided. In this case, we kindly ask you to tell us until 10th December 2006 the number of participants and coaches as well as the approximate arrival time and location (see also 1.9 Registration).

Due to organizational reasons we can’t pick you up further away from CC than the city of Salzburg.

1.8.5 Split-Up Costs Service Matrix

All above mentioned split-up costs are now put together in one main matrix. On the left side there are all possible segments listed, the heading shows the whole competition week. In the center fields there are all referencing numbers to see which segment covers which service, e.g. Entry Fee for JWOC Competitors (referencing number 4) covers Model Event, all competitions as well as transport to Long Distance and Relay.

1.9 Registration    

Team leaders of national teams who want to participate are kindly asked to fill out the preliminary entry form until 10th December 2006 and send it either via e-Mail (preferred) to

Final entry: last day for final entry of national teams with names of the competitors and team officials is the 29th January 2007. The entry forms will be downloadable from the website www.ski-jwoc2007.eu.

Please remember: for international money transfers it is always better and cheaper to use the IBAN Code as well as the BIC Code. Both codes are checked and work without problems.

     
1.10 Identity Cards  
Identity cards will be prepared and provided for competitors, team leaders, press and VIP according to their national entry lists. The cards will be handed over at time of accreditation in the Competition Centre. To guarantee transport and access to the specific events and the local catering at the competition sites, the given out ID has to be carried the whole week.
     
1.11 Press Centre    
The main Press Centre will be located right at the Competition Centre at Hotel Gastagwirt and is equipped with telephone, telefax, internet access and printers. Furthermore, press is allowed to use the Salzburger Nachrichten Blue Box at the competition sites.
There is also a good connection by GSM mobile phones (A1, T-Mobile, One, Drei, Telering) in the Competition Centre as well as in the different finish areas.
     
1.12 Internet Access    
As already mentioned, there will be a room with some computers and internet access at the Competition Centre. The room will be supervised daily from 16:00 until 21:00. Access to the stations and to internet will be free, but limited to 10 minutes per person in case of great request. Accredited press will have priority and no time restrictions.
At Hotel Gastagwirt all rooms are equipped with WLAN (free access).
     
1.13 Banquet    
The banquet will be held in the Wallerseehalle in Henndorf (about 5 kms from the CC) on Friday evening at 19:30. Entrance is on basis of ID cards. 
     
1.14 Visas    
For countries who need a visa for visiting Austria: please send complete visa application forms to the organizer by 10th December 2006
     
2 Race Information
2.1 General Information, Participation according to IOF Rules  
 

We assume that the EYOC-Teams will, in addition to their official championship races (Middle and Long distance), also want to participate at the Sprint and the Relay competition.
If EYOC-Teams wish to participate at the SKI JWOC – EYOC 2007 according to IOF Rules (Middle and Long distance race only), we can provide the team with an appropriate calculation regarding their special wishes and needs.

2.2 Classes and Restrictions
JWOC (W 20, M 20)
According to IOF rules, each federation may enter a team of 14 competitors – up to 7 women and 7 men and unlimited number of team officials. In each competition each federation may enter:
- individual events max. 6 women, 6 men
- Relay event max. 2 female teams, 2 male teams

EYOC (W 17, M 17)
According EYOC Special rules, in each competition each federation may enter:
- individual events max. 4 women, 4 men
- unofficial Sprint and Relay event (Special AOF Prize)

2.3 Terrain Types
Sprint Distance, 12th February 2007:

Long Distance and Relay, 15th and 16th February 2007:
Typical alpine character terrain on Europe’s second largest high plateau, mostly open area with scattered forest,
1.100 to 1.400 m above sea level

2.4 Number bibs
Number bibs will be handed out at the team leaders’ meetings the day before every event. The number bib must be attached on to the left leg. It is not allowed to fold the number bib. Safety pins will be provided.

2.5 Maps
Completely new maps according to IOF rules will be provided. All competition maps are printed on water resistant paper, no plastic bags are needed.
Maps are given out after races except Long distance.
Team leaders will get maps of all courses.

2.6 Map-Scales
For Sprint distance: 1: 5.000
For Long, Middle distance and Relay: 1: 10.000
Vertical contour line intervals: 5 m

2.7 Embargoed Areas and Maps
Following area are embargoed up to the day of the race:
- Faistenau
- Abtenau
- Postalm
- Badgastein
- Sportgastein
- Böckstein
- Gnadenalm (spare area)


2.8 Warm-up areas
Warm-up areas will be provided right at the competition sites. Areas outside the Warm-up map are considered competition area and thus forbidden. Please remain in the area indicated on the Warm-up map to avoid disqualification.
The Warm-up maps will be given out at the team leaders meeting the day before the races.

2.9 Clothing
Clothing transport from start to finish area will be organized.

2.10 Refreshment
Warm drinks will be available in the finish area.
Refreshments during the races are marked on the map.

2.11 Punching system
Electronic SPORTident punching system will be used in all SKI JWOC - EYOC 2007 events:
- Rented SI-Cards will be handed out at arrival together with the other materials.
- Competitors will run all races with the same SI-Card.
- It is responsibility of each competitor to take the right SI-Card to the start.
- Competitors are responsible for correct clearing and checking their SI card in the control unit located in the start area. In case of SI malfunction, punching on the competition map is required. Manual punching devices are on the control stand.

Runners have to announce any problem with controls and punches at the read-out in the finish. Rented SI-Cards must be returned after the last event (relay). Team leaders are responsible for returning all rented SI-Cards.

2.12 Insurance
Competitors participate at their own risk. According to national regulations, insurance against accidents shall be upon the responsibility of their national federation or themselves.

2.13 Medical service
Medical service will be in addition to the daily service of first aid at the competition sites. On request, a medical service in the CC can be organized.

2.15 Prize giving
For the Sprint and the Long distance as well as for the Relay there will be a flower ceremony at the finish area.
The official prize giving ceremonies will be held in Abtenau (Middle Distance) and in the Wallerseehalle in Henndorf (Sprint, Long, Relay).

2.16 National flags
All national teams are requested to bring one national flag (recommended size 100 x 150 cm) in case of multiple runners on the podium. The flag has to be handed over in the Competition Centre when accreditation takes place.

2.17 National Anthems
All national teams are requested to send their national anthem as an mp3-file (min. 128 Kbit/s) to the OK (office@ski-jwoc2007.eu) until 31.01.2007.

2.18 Team leaders’ Meetings
The team leaders’ meetings are held at 17:30 in the Competition Centre in Eugendorf on the day before each competition, according to the detailed programme.

2.19 Electronic communication devices
It is forbidden to use mobile phones or other communication devices during the transport to the start and in the start area until the last competitor has started.

2.20 Anti-Doping
Current IOF Anti-doping rules apply.
The organizers and participants are committed to do everything required to support the official anti-doping authorities to do their work successfully and transparently. We strongly support all efforts to keep our sport clean and doping free.
